The general structure of this article is as follows:

Problems and Solutions: Relatively self-explanatory!
Units and effective counters: A list of all common units found in the army, and the Eldar units to use against them.
'Must Have' section: A paragraph or two on the best men for the job of eradicating the ignorant Mon-Keigh/Bugs/Green Skins etc.

Dark Eldar

Problem: Dark Eldar are fast, as inreally fast. They are dangerous in combat (even their standard troops) and can be vicious at range too...
Solution: Dark Eldar are also exceptionally fragile. Take out their transports quickly (Vypers with Bright Lances/Star Cannons should do this nicely, Scatter Lasers too, but they can be unreliable.), this should give you time to get your units into position, and allow you to out-manoeuvre some of their slower units. Avoid taking weak combat choices such as Storm Guardians. Instead take lots of powerful rapid-fire weaponry such as Star Cannons and Scatter Lasers.

The Must Have Section

I suggest using your most formidable units against our Dark Kin. Don't hold back! Their armies are not built for battles of attrition, and so you need to be the one to strike that fatal blow before they can get their bladed gauntlets around your neck! Do not expect a long game against Dark Eldar (Unless you and your opponent are both very savvy players who fight and retreat often), either they will cut through you like a serrated bread knife through warm butter, or you will shatter them utterly before they can execute their killing blow.
I suggest taking lots of Scatter Lasers. Lots. The strength 6 will deal with pretty much anything they can through at you, as the Dark Eldar are not well-known for their high toughness/armour values. The large amount of potential shots will give you plenty of opportunities to glance that irritating skimmer full of troops, and will be like a scythe to wheat against their weaker troops. You want to stay mobile and keep you points cost as low as possible so I would advise against using Heavy Weapon Platforms in your Defender Guardian squads. This will allow you to make use of the Fleet of Foot rule, the only way you can stand a chance of out-manoeuvring the Dark Eldar. Keep your Guardian Squads small and numerous so the Dark Eldar player has to divide his attention, as Dark Eldar seem to be far better at destroying a few larger units as opposed to many smaller ones.
The Wraithlord has potential to be a pain in the thumbscrew for Dark Eldar players but I suggest against taking one as any Dark Eldar opponent worth their salt will know how to dispatch one quickly. Also, Wraithlords are not brilliant at taking out large amounts of models, and so will find it tricky to chew through any large squads of Dark Eldar Warriors.
Support Weapons are optional, but if you are going to take them the Vibro-cannons are probably your best bet as they have a massive potential for causing wounds and can auto-glance any Raiders that get too close.
I'm not going to discuss the pros and cons of every unit, but the following units are allmust haves against our Dark cousins:
  • Scatter Lasers (Preferably mounted on Vypers).
  • Small, Effective Guardian units.
  • Warp Spiders, or if you must, Scorpions.

Necrons

Problem: Destroyers are really good at taking out your Falcons, Wave Serpents Wraithguard and even your Wraithlord.
Solution: Make them a priority target. They aren't especially hard to destroy, so don't let them live past the first turn. Try to take them all down at once so they can't make the WWB roll. I suggest using your Dark Reapers and/or your Vypers to take down these fearsome opponents.
Problem: Wraiths are fairly fast, and combaty.
Solution: Once again they aren't especially hard to destroy. If they get too close to your firepower units then take them out. Try to take them all down at once so they can't make the WWB roll. If they do manage to get into combat during the game, make sure it's you assaulting them, with Banshees or Scorpions preferably.
Problem: Deep striking monolith. This gets Necrons into your battle lines very quickly, so they can assault.
Solution: Keep some firepower units (Wraithguard, Fire Dragons, Support Weapons) back with the core of your army, that way it cannot get close to you without putting itself in a very un-desirable position.

Necron Units and Counters

Necron Unit - Most effective Eldar Counters
Monolith - Vyper Jetbikes, Wraithguard, Wraithlord, Fire Dragons, Support Weapons, Fire Prism Grav Tank, Shining Spears
Destroyers/Heavy Destroyers - Vyper Jetbikes, Dark Reapers
Tomb Spiders - Fire Dragons, Striking Scorpions, Dark Reapers, Vyper Jetbikes, Rangers, Shining Spears, Wraithlord, Warp Spiders
Scarab Swarms - Guardians, Dire Avengers, Jetbikes, Swooping Hawks
Wraiths - Howling Banshees, Vyper Jetbikes, Falcon Grav Tank, Heavy Weapon Platforms (Guardians), Fire Dragons, Wraithlord, War Walkers, Rangers
Warriors - Striking Scorpions, Dire Avengers, Warp Spiders, Jetbikes, War Walkers, Support Weapons
Flayed Ones - Vyper Jetbikes, Support Weapons, Jetbikes, Dark Reapers, Wraithlord
Immortals - Striking Scorpions, Howling Banshees, Fire Prism Grav Tank, Swooping Hawks, Warp Spiders
Pariahs - Howling Banshees, Vyper Jetbikes, Support Weapons, Heavy Weapon Suport Platforms (Guardians), Falcon Grav Tank, Fire Prism Grav Tank, War Walkers, Warp Spiders
Necron Lord - Howling Banshees, Fire Dragons, Support Weapons, Dark Reapers
Destroyer Lord - Vyper Jetbikes, Falcon Grav Tank, Dark Reapers, Shining Spears

Space Marines

Problem: Heavy weapons teams. Heavy bolters negate the standard Eldar armour save, and out range the Shuriken Catapult by 12". This makes them very dangerous to your weaker troops. They can also take down your lightly armoured vehicles with good rolls. Plasma Cannons slaugher Wraithguard and anything else within range. Missile Launchers are versatile, one turn your Guardians are taking frag, the next your Falcons being Krak'd. Lascannons are the bane of the Falcons existence.
Solution: Use Warp-spiders to advance upon them quickly or Deep Strike Swooping Hawks near to them, the initial bombardment from their grenade packs and Las weapons should kill a few marines making the return fire a little more bearable.
Problem: Rhino Rush. Blood angels are particularly good at this. A tactic emplyed with Rhinos that can move 24". This tactic can be very effective, especially when the Rhinos are kept hull down.
Solution: The only way this can be stopped is by destroying the Rhinos. With armour 11 Bright Lances and Pulse Lasers are very effective. Against an opponent who uses this tactic, a squad of Vypers is your best friend. Don't rely on Guardians to beat this, as they are too short ranged and the Marines will be in combat after one turn of shooting. This tactic can be turned against the Space Marine player, because if troops are in a transport that is destroyed, then they can be killed too.

Space Marine Units and Counters

Space Marine - Most effective Eldar Counters
Whirlwind - Vyper Jetbikes, Fire Dragons, Scorpions/Storm Guardians with Haywire Grenades, Wraithguard
Land Raider - Vyper Jetbikes, Wraithlord, Fire Dragons, Wraithguard, Support Weapons
Vindicator - Vyper Jetbikes, Falcon Grav Tank, Fire Prism Grav Tank
Predator Destructor - Wraithguard, Vyper Jetbikes, Scorpions/Storm Guardians with Haywire Grenades, Falcon Grav Tank

Bikes - Wraithguard, Vyper Jetbikes, Striking Scorpions, War Walkers, Rangers, Support Weapons, Dark Reapers
Assault Squad - Dire Avengers, Rangers (Pinning!), Support Weapons, War Walkers, Dark Reapers, Warp Spiders
Scouts - Striking Scorpions, Howling Banshees, Storm Guardians, Dire Avengers, Vyper Jetbikes, Rangers, Warp Spiders, Jetbikes
Tactical marines - Howling Banshees, Guardians and Heavy Weapon Platforms, War Walkers, Vyper Jetbikes, Wraithlord, Shining Spears, Striking Scorpions, Warp Spiders, Dire Avengers
Veterans - As above. Minus the Striking Scorpions + Dark Reapers
Dreadnought - Vyper Jetbike, Wraithlord, Falcon Grav Tank, Support Weapons
Terminator Assault Squad - Howling Banshees, Support Weapons, Wraithlord, Fire Prism Grav Tank
Terminators - See above.

Imperial Guard

Problem: Guard are famous for tanks, lots of tanks. Theyhave big guns and lots of armour. Not pleasant.
Solution: Eldar are good at lightning attacks...and you need to get in there and out again quickly if you want to survive against multiple tanks. Use Vypers with Bright Lances (and Missile Launchers to plasma any troops that are being carried) can make short work of any tank, but give them Crystal Tageting Matrix's so that they can retreat 6" after moving 6" and firing.
Problem: Heavy weapons. IG have lots of heavy weapons screened by or hidden within large squads of men.
Solution: Tie up squads with heavy weapons in combat with Storm Guardians, Striking Scorpions and Warp Spiders.

Tyranids

Problem: Savage in combat, very savage.
Solution: Get in as many turns of firing in as you can, and keep your army mobile to allow you to avoid combat. Believe it or not, Eldar are a fast enough army to out-manoeuvre Tyranids, if you play it right.
Problem: Synapse Creatures. They allow nearby units to ignore morale checks and pinning tests etc and can detonate nearby spore mines at will.
Solution: Fortunately this can be turned upon the Tyranids. By killing Synapse Creatures you can force lesser units to take All on Your Own tests, and if they fail then the units become very unpredictable and hard for the Tyranid player to control. With the Shoot the Big Ones rule you can pick off these large Synapse Creatures without worrying about smaller units (such as 'gaunts) blocking line of sight.

Tyranid Units and Counters

Tyranid Unit - Most effective Eldar Counters
Biovores - Vyper Jetbikes, Jetbikes, Swooping Hawks, Falcon Grav Tank, Striking Scorpions, Shining Spears
Zoanthropes - Guardians, Dire Avengers, Vyper Jetbikes, Jetbikes, Warp Spiders

Tyrant Guard - See Warriors. Minus the Striking Scorpions.
Hive Tyrant - Vyper Jetbikes, Wraithguard, Wraithlord, Fire Prism Grav Tank, Fire Dragons, Reapers, Shining Spears

Tau

Problem: Broadside XV-88 Battlesuits. These can pose a serious threat to any vehicles you have.
Solution: Fortunately they are relatively easy to take out, or if that's too hard, to tie up. Deep Strike Swooping Hawks near to them (out of sight prefferably) and use the ordnance blast on them, you may take one out if you're lucky. Next turn fly out and shoot them, and then assault if possible.
The alternative is to land as close to them as possible to ensure you get to assault in the next turn, even if they DO shoot at your Swooping Hawks, that will mean you have drawn their fire away from your Falcons/Vypers. Alternatively you could pick them off with Rangers/Dark Reapers, although they are usually screened by hordes of Fire Warriors/Kroot.
Problem: XV15 Stealth Suits. They can really mess up your Guardians, and Vypers should be wary of them too. They can also be hard to hit due to their Stealth armour.
Solution: Hmm, tough one. I'd say use Wraithguard. The fact that the Stealth Suits are infiltrators means that they shouldn't be too far away, meaning you won't have 2 foot-slog your Wraithguard halfway across the board. The largest group of XV15 suits you will come across is 6, so 5 Wraith Cannons should do nicely! Once you're close enough charge them (with the Warlock) and they won't stand a chance. You could use Swooping Hawks, again, use the ordnance blast to kill one or two of them before gunning for them, then charge on the next turn (only if you have an Exarch!). Warp Spiders should do quite well with their fast hit-and-run abilities.

Tau Units and Counters

Tau Unit - Most effective Eldar Counters
Krootox - Striking Scorpions, Swooping Hawks, Warp spiders, Rangers
Hammerhead Gunship - Vyper Jetbikes, Storm Guardians with Haywire grenades, Fire Prism Grav Tank, Falcon Grav Tank, Fire Dragons, Wraithguard
XV-88 Broadside Battle Suits - Swooping Hawks, Rangers, Warp Spiders, Dark Reapers, Wraithlord
Kroot Hounds - Striking Scorpions, Howling Banshees, Warp Spiders
Pathfinders - Guardians, Dire Avengers, Striking Scorpions, Warp Spiders, Rangers(Pin the Pinners!), Dark Reapers, Jetbikes
Gun Drones - Vyper Jetbikes, Striking Scorpions, War Walkers
Kroot Warriors - Vyper Jetbikes, War Walkers, Dire avengers, Guardians, Swooping Hawks, Jetbikes, Striking Scorpions
Devilfish Transport - Wraithlord, War Walkers, Fire Prism Grav Tank, Vyper Jetbikes, Shining Spears, Storm Guardians, Fire Dragons, Wraithguard
Fire Warriors - Rangers, Warp Spiders, Striking Scorpions, Howling Banshees, Storm Guardians, Vyper Jetbikes, Jetbikes, Support Weapons, War Walkers
XV15 Stealth Teams - Wraithguard, Swooping Hawks, Warp spiders, Wraithlord
XV8 Crisis Battle Suits - Vyper Jetbikes, Howling Banshees, Guardians, Shining Spears, Warp Spiders, Dark Reapers, Support Weapons
XV8 Bodyguard team - See Crisis Battle Suits. Minus Guardians.
Ethereal - Pah. Anything, just watch out for the bodyguard. If you must get into combat use Howling Banshees as they will dispatch him before he can attack back. Warp Spiders are another possibility.
Commander - Striking Scorpions, Howling Banshees, Vyper Jetbikes
